Motivation


  • Poor households in Developing Countries lack access to basic energy services.
  • 2006 the electrification ratios in the REEPRO target countries were 45 % in Laos and 15 % in Cambodia.
  • Stakeholders  - from experts to the individual citizens - lack of technology knowledge and awareness of renewable energy project financing options.

Thus, the promotion of renewable energies and its sustainable use can only be achieved by education and awareness raising.

 

 


Objectives


Provision of energy services to those currently un-served or underserved by high quality energy services by the promotion of renewable energies by

  • Development of adapted renewable energy training materials and performance of trainings for
    • Level 1 – Renewable energy experts
      Trainer and multiplier (scientists, engineers, architects etc. with a higher education degree as well as local and national government representatives)
    • Level 2 – Technicians
      with basic understanding of engineering subjects
    • Level 3 – Community stakeholders
      with often very basic education level

  • Promotion of renewable energies in selected communities by the  implementation of show cases – pilot applications of renewable energy technologies
  • Encouraging local entrepreneurs to become active in the renewable energy sector 


Expected Results


The direct outcome of the training of in-country RES experts from cooperating partners and from relevant government and private sector organisations will be an improved capacity to deal with RES themes coupled with the build up of technical, policy, organisational and economic intermediations skills. The REEPRO training programme is structures in a way that the trainings are easy replicable. The developed training material: manuals, practical equipment, posters, handouts etc. enable the REEPRO training participants to perform trainings bye themselves.

In-country experts will continue educating additional trainers within their countries to multiply the programme outreach. At the same time establishing trainer networks regionally and within the target countries will via targeted seminars and events (level three) result in an increased awareness of existing RES opportunities for sustainable and affordable energy services within

  • state and provincial administration;
  • financing sector, industry and handicraft associations, and individual enterprises;
  • local communities.

20 RES experts, 10 each from Laos and Cambodia, will be trained on the stand-of –the –art and local requirement of RES to create a basis for further knowledge expansion. It is targeted that overall around 120 RES experts will be educated per beneficiary country within 4 training courses at 60 hours offered by the trained RES experts advised by the project team. The trained RES experts will implement the gained knowledge in their daily work and multiply it as trainers. The RES experts will offer trainings to 100-150 technicians in each country in the frame of 5 trainings at 60 hours.

On the Community Level the result of the training activities will lead to the evaluation of demand for energy services, the identification of locally available renewable energy resources as well as potential sites and projects suitable for pro-poor, rural electrification demonstration actions within a Public Private Partnership (PPP) context.
